AG-Scan in Cameroon

The government of Cameroon has developed a long-term national development plan, ‘Cameroon, Vision 2035’ which aims to make the country an ‘emerging, democratic and united country in its diversity’ by 2035. The agricultural sector, which is a crucial to the Cameroonian economy, must make a significant contribution to achieving this vision.

The Cameroonian Ministry of Agriculture and Rural Development (MINADER) has primary responsibility for implementing agricultural policy and so must be regularly assessed to review progress and focus delivery. Strengthening monitoring and evaluation capacity, particularly around Results-Based Management, is therefore vital.

In July 2019, MINADER, in collaboration with IFAD and Itad, held an AVANTI AG-Scan to build capacity of monitoring and evaluation systems, encourage inter-governmental collaboration and coordination and understand the Ministry’s ability to report progress against the UN Sustainable Development Goals.

Participants tackled a number of issues including  the commitment of leadership to Results Based Management; existing capacities and gaps in MINADER and the bureau of statistics to monitor sector performance, mutual accountability between state and non- state actors for results in agriculture and rural development and the extent of coordination in sector planning and budgeting.
